The outcome of the election voting results is dependent on the percentage of vote turnout. It is believed that higher the voter turnout more legitimate will be the voting result and stable will be the government formed after the declaration of vote result. Voter turnout refers to the number of eligible voters that cast their vote in election and whose vote is considered for preparing election voting results. The recent years have seen a big decrease in the percentage of voter turnout which has had a big impact on the final voting result and consequently the government that is formed. The voter turnout differs from one country to another. In India the vote result is usually calculated based on the voter turnout ratio of as high as 70% and as low as 15-20%. In countries like Malta and Australia where voting is mandatory, vote results are formed by keeping in mind 95% turnout.
Due to large number of electoral polling is held on different days across the country but vote results calculation and declaration of election voting results is done on one single day. The vote result counting and voting result declaration has to be done under the supervision of the returning officer nominated for the constituency. Returning officer has to take care that voting result are authentically counted and that the election voting results are declared as per the vote result guidelines sec 66 of 1951 RP Act. Returning officer will also be responsible for vote results recount if the people are not satisfied with the vote results output or feel some tempering has been done with election voting results.
The final voting result is declared once the election commission get vote results from all the constituencies. The party getting highest vote result is invited by the President to form the next government.
